Brazil puts the arts in the pockets of the poor

A Brazilian government initiative has introduced a rechargeable “cultural coupon” to encourage the poorest Brazilians to sample a wider range of cultural pursuits. The  Vale Cultura scheme is worth $20 a month and can be used for wide ranging purposes including dance lessons, and visits to the circus, as well as books and movie tickets. In a country still battling high levels of poverty, the initiative has won widespread praise as a worthy and yet relatively cheap project.
